Convert an integer into a fixed point number

$ probe to-fixed-point --help
Usage: probe to-fixed-point [DECIMALS] [VALUE]

Arguments:
  [DECIMALS]  The number of decimals to use
  [VALUE]     The value to convert

Options:
  -h, --help  Print help
